REFORMATORY OR PRISON?

Is it a Reformatory or a Prison, you tell me.  Does time spent in these types of environments lead a person to be reformed with brighter new perspectives on life or does time spent here lend itself to inner decay and something darker?

FotoFocus 2020 Cincinnati, Mohawk Gallery put out a call for proposals for 

Light, Time, and the Ever-changing Perspective.

The call required that proposals describe how their body of work fits the theme, but most importantly required a question that you would pose to the viewing audience.
